Marking a significant stride in international trade, Peru gears up to commence ATA Carnet (Admission Temporaire / Temporary Admission) operations on 30 April 2024. This initiative positions Peru alongside Chile and Mexico as the third Latin American country to adopt the ATA Carnet system.
The Lima Chamber of Commerce’s entry into the ATA Carnet international Guaranteeing Chain, confirmed during the ICC World Chambers Federation (WCF) General Council meeting, signals a new chapter in Peru’s trade practices.
The ATA Carnet system, simplifying temporary admission of goods like professional equipment and exhibition materials, will eliminate traditional customs procedures. Julian Kassum, WCF Director, lauded this expansion as a testament to Peru’s dedication to fostering economic growth and international trade.
Known as ‘passports for goods,’ ATA Carnets are crucial for international commerce, facilitating easier customs processes for temporarily imported goods. ICC’s WCF World ATA Carnet Council manages this international guaranteeing chain under the supervision of the World Customs Organization.
Henk Wit, Chair of the ICC WCF World ATA Carnet Council (WATAC), emphasized the strategic value of Peru’s inclusion. This move is expected to streamline trade within Latin America and beyond, enhancing Peru’s trade connectivity with other ATA Carnet-using nations.
Preparations for Peru’s integration into the ATA network have been extensive. A three-day training program in June 2017, hosted by ICC and the World Customs Organization, laid the groundwork. Upcoming virtual training in January 2024, supported by the United States Council for International Business (USCIB), will further prepare customs and chamber personnel.
Beyond Peru, the ATA Carnet system is expanding globally. The Philippines and Saudi Arabia have also joined the ICC’s ATA Carnet Guaranteeing Chain, with implementation dates pending.
Mr. Kassum celebrated this progress as a landmark achievement coinciding with the 60th anniversary of the ATA Carnet system.
Peru’s adoption of the ATA Carnet system is a transformative move for its international trade policy, offering promising economic prospects and streamlined customs procedures for global business engagement.
