The Codex Alimentarius Commission (CAC) has officially recognized Sardinella lemuru (Bali sardinella or tamban) under the Codex Standard for Canned Sardines and Sardine-Type Products (CXS 94-1981), resolving long-standing export challenges for the Philippines, particularly in European markets. The Department of Agriculture (DA) confirmed the development, which was finalized during the 47th CAC Session held from November 25 to 30, 2024.
The recognition eliminates trade barriers, enhances market access, and strengthens the Philippines’ position in the global seafood market, the DA stated.
For years, the misidentification of Sardinella lemuru had hindered Philippine sardine exports. In 2016 and 2017, the European Union (EU) rejected shipments of Philippine canned sardines due to the species’ absence from its approved product standards, restricting market access and causing significant export losses.

To address these challenges, the DA’s National Fisheries Research and Development Institute (NFRDI) led extensive research efforts to secure Codex recognition. In 2020, the Philippines formally submitted a proposal to the Codex Secretariat. The Codex Committee on Fish and Fishery Products (CCFFP) was reactivated, with Norway recommending the Philippines to lead an Electronic Working Group tasked with scientific validation. The proposal received broad international support and underwent rigorous technical and sensory evaluation.

On November 27, 2024, after years of scientific review, Sardinella lemuru was officially added to Section 2.1 of CXS 94-1981. This amendment ensures Philippine sardine products comply with international standards, aligning with EU import regulations and broadening export opportunities.
“The inclusion of Sardinella lemuru in the Codex Standard underscores the Philippines’ dedication to innovation, quality, and global competitiveness. This milestone solidifies the country’s reputation as a reliable supplier of premium sardine products and strengthens its position in the international seafood market,” the DA stated.
