Leaders from North America’s aluminum industry, convening at a pivotal summit in Mexico City, have aligned their efforts to confront current trade challenges. The Aluminum Association (USA), Instituto Mexicano del Aluminio (Mexico), and the Aluminium Association of Canada have jointly addressed trade officials from their respective countries. This summit articulates a clear, shared objective which is to enhance import monitoring processes while maintaining the integrity of tariff-free trade within the continent.
This collaboration is rooted in a longstanding tradition of robust trade between these nations. Canada and Mexico are not just the United States’ leading aluminum trade partners, they are also integral to a network that facilitated over $47 billion in aluminum trade in 2022. This alliance reflects not only a deep economic interconnectedness but also a collective commitment to sustainable, high-quality aluminum production.
The push for stronger trade oversight is timely, aligning with the approaching 2026 review of the U.S.-Mexico-Canada Agreement (USMCA). Central to the associations’ agenda is the preservation of Section 232 aluminum tariff exemptions for Canada and Mexico. These exemptions are deemed essential for the sector’s health across North America. Yet, the stability of this framework is challenged by a 15-country trade case initiated by a segment of U.S. aluminum extrusion producers, which could potentially disturb the harmony of the tri-nation aluminum industry.
A major focus of the collective strategy is on bolstering import monitoring. While the United States and Canada have made strides in this area, Mexico’s progress is notedly absent. The associations’ letter emphatically urges Mexico to implement a monitoring program, fulfilling its commitments as outlined in the Section 232 exemption agreement.
The issue of aluminum imports has historical precedence, with a 2016 Wall Street Journal investigation revealing attempts by a Chinese company to evade U.S. tariffs by disguising large volumes of aluminum billet. Such incidents have prompted successful antidumping and countervailing duty cases by the United States and Mexico against Chinese aluminum, underscoring the need for ongoing vigilance in global trade law enforcement.
Sustainability also plays a significant role in the associations’ vision. Unanimously supporting the aluminum sustainability agenda, they call for government support in the industry’s efforts toward decarbonization. This includes investing in research for innovative production methods and enhancing recycling initiatives.
