Vietnam’s Ministry of Industry and Trade (MoIT) has enforced provisional anti-dumping duties on Chinese hot rolled coil (HRC) imports. The temporary duties range from 19.38% to 27.83%, aimed at what the ministry considers unfairly priced steel products from China.
The U.S. has decided to impose temporary anti-dumping duties on hot-rolled carbon steel imports from China, while exempting similar imports from India due to their minimal market share. Chinese steel products under investigation will face the newly imposed tariffs beginning 15 days after the formal declaration. These provisional anti-dumping duties will remain in effect for a 120-day period during the investigation.
Vietnamese officials confirmed the investigation into steel imports followed the country’s foreign trade regulations. Throughout the process, the authorities worked with relevant stakeholders to comprehensively evaluate how dumped steel imports affected local manufacturers and to determine the level of dumping practiced by Chinese and Indian producers and exporters.

The investigation revealed that dumping had occurred. However, Indian steel made up less than 3% of the imports under scrutiny, which was considered negligible. Consequently, in accordance with Clause 3, Article 78 of Vietnam’s foreign trade management law, imports from India were exempted from the temporary anti-dumping measures. Customs statistics show that Vietnam imported 12.6 million tonnes of hot-rolled carbon steel in 2024, representing a 33% increase compared to the previous year.
Despite the Vietnamese ministry initiating an investigation in July of last year, steel imports from China continued to rise significantly, sparking apprehensions about possible disruption to local markets. In response to this continued surge, officials implemented temporary anti-dumping duties to limit import growth and protect Vietnam’s domestic steel producers.
