Bringing an end to four years of trade-related tension, and ushering in a new era of cooperation, Japan restores Korea as a preferred trading ally on Friday. South Korea thus joins an esteemed league of 26 other nations, inclusive of Britain and the United States, now enjoying the privilege of simplified export procedures from Japan.
A controversial South Korean Supreme Court decision in 2019 led to the souring of trade relationships. The court commanded compensation from two Japanese firms, addressing allegations of forced labor during Japan’s colonial rule over the Korean Peninsula (1910-1945). Japan’s consequential removal of South Korea from its ‘white list’ of countries, showed concerns over South Korean export controls, specifically potential implications for North Korea. Critics viewed this as a disguised act of retaliation.
When South Korea responded in kind, stripping Japan of its similar ‘white list’ status, the bilateral relations seemed to be on a precipice. Yet, a leadership transition in South Korea opened a fresh chapter for the nations. A March summit between Japan’s Prime Minister Fumio Kishida and South Korea’s President Yoon Suk Yeol provided a platform for restoration and reconciliation.
Japan, thereafter, alleviated export controls on three vital materials required for South Korean semiconductor manufacturing, a goodwill gesture following Seoul’s retraction of its World Trade Organization complaint. By April, South Korea followed suit, reinstating Japan as a country meriting preferential treatment, leading to streamlined procedures for strategic exports.
An additional commitment to fortify ties came with the signing of a memorandum of cooperation in July. This pledges to initiate regular policy dialogues on export procedures, with Japan’s Ministry of Economy, Trade and Industry suggesting biannual occurrences.
This reconciliation process is crucial, considering the global economic implications. As the world’s 3rd and 10th largest economies, Japan and South Korea play significant roles in technological development. South Korea stands as the premier memory chip producer, while Japan, a critical supplier of materials for chip production, contributes substantially to tech innovations, particularly in smartphones and personal computers.
Despite these complications, the recent shift towards stronger trade alliances represents a beacon of hope for diplomatic progression. This advancement not only favors the two nations but also promotes a robust and resilient global economy.
