Uzbekistan has taken a significant step toward aligning its export support policies with international trade norms. On December 27, President Shavkat Mirziyoyev signed a decree aimed at harmonising the country’s export support mechanisms with World Trade Organization (WTO) agreements, according to the Ministry of Justice.
The decree introduces amendments to the regulatory legal framework governing export financing. Among the notable changes is the cancellation of compensation for transportation expenses related to the delivery of goods abroad via air and rail, effective from 2025. However, subsidies and compensation for exports completed by December 31, 2024, will still be disbursed, with payments scheduled by February 1, 2025. The changes are designed to enhance the efficiency and effectiveness of export support measures, as highlighted by the publication Narodnoye Slovo.
The move is part of Uzbekistan’s broader strategy to join the WTO, an initiative that has gained momentum in recent months. In early November, Azizbek Urunov, the presidential special representative for WTO issues, confirmed the conclusion of 14-month-long negotiations with the United States. Similar agreements have also been finalised with countries such as China, the Philippines, El Salvador, Thailand, and Pakistan.
During a meeting with entrepreneurs on December 20, President Mirziyoyev stated that Uzbekistan’s WTO accession process is now entering its final phase. He assured the business community that the government would continue providing support while fostering a competitive environment for their growth.
Uzbekistan’s commitment to joining the WTO has been underscored by a series of reforms and initiatives. In April 2023, President Mirziyoyev instructed the government to expedite preparations for WTO membership, stressing its importance for boosting exports, particularly of finished goods. A special representative for WTO issues was appointed, and dedicated units were established in 20 government departments to oversee the accession process. Additionally, a ban was placed on the creation of regulatory acts conflicting with WTO standards.
At the 78th session of the UN General Assembly in September 2023, President Mirziyoyev reiterated that early WTO accession remains a top priority. Following these discussions, WTO Director General Ngozi Okonjo-Iweala agreed to accelerate the next working group meeting on Uzbekistan’s membership. The country is now targeting WTO membership before the 14th Ministerial Meeting in 2026, scheduled to be held in Cameroon.
