Vietnam has declared a new government decree permitting Vietnamese airlines to import aircraft certified by China, Russia, Brazil, Canada, and the UK. The newly issued decree modifies and adds to specific provisions of Decree No. 92/2016/ND-CP, which governs conditional business operations within the civil aviation sector.
As per Decree No. 89/2025/ND-CP, which took effect on Sunday, Vietnam permits the import of aircraft certified by the following authorities: the U.S. Federal Aviation Administration (FAA), the European Union Aviation Safety Agency (EASA), Brazil’s Civil Aviation Agency, Transport Canada Civil Aviation (TCCA), Russia’s Federal Agency for Air Transport (Rosaviatsiya), the UK Civil Aviation Authority (UK CAA), and the Civil Aviation Administration of China (CAAC).

The amendment expands the range of eligible aircraft manufacturers, enabling Vietnamese airlines to import aircraft certified by various international authorities, including China. In the past, Vietnam only approved aircraft with type certificates issued by the Civil Aviation Authority of Vietnam, the FAA, or EASA, restricting airlines from procuring planes produced by other nations with globally acknowledged aerospace expertise.
The construction ministry stated that the revised regulation aims to provide Vietnamese airlines with enhanced flexibility and independence in acquiring and utilizing aircraft.

On Monday, during a meeting with He Dongfeng, Chairman of the Commercial Aircraft Corporation of China (COMAC), Vietnam Prime Minister Pham Minh Chinh emphasized the importance of strengthening collaboration to advance the country’s aviation sector. He commended the productive partnership between COMAC and Vietjet Air and encouraged the establishment of further alliances between COMAC and other Vietnamese airlines and stakeholders.
The Prime Minister also urged COMAC to collaborate with Vietnamese partners to set up aircraft warranty, maintenance, and repair centers in Vietnam and to explore options for purchasing, leasing, or lease-purchasing aircraft.
