Vietnam to Crack Down Fraudulent Transshipment of Goods and Strengthen Export Regulations to Maintain Integrity in International Trade Relations
Vietnam is set to take strict measures against the fraudulent transshipment of Chinese goods to the United States through its territory. The country plans to strengthen controls on sensitive exports to China, as stated in a government document cited by Reuters.
Vietnam Prime Minister Pham Minh Chinh has instructed ministries, local authorities, and diplomatic missions to combat the illegal importation of goods falsely labeled as Vietnamese exports. The proactive measure seeks to safeguard Vietnam’s export integrity and augment trade relations, particularly with the U.S.

On Thursday, Vietnam’s National Steering Committee, responsible for combating smuggling, counterfeit goods, and trade fraud, released a directive emphasizing strict measures to prevent goods origin fraud.
The decision came after a meeting led by Prime Minister Pham Minh Chinh on April 7, which convened ministries, overseas Vietnamese representatives, associations, and businesses to discuss strategies for adapting to global trade changes.
He also proposed measures for ministries and authorities to combat fraudulent labeling of exports as Vietnamese-made for export to international markets.

The National Steering Committee 389 Office directed relevant agencies to intensify patrols and inspections to detect, prevent, and strictly penalize attempts to transport falsely labeled Vietnamese goods through borders, seaports, and international airports.
Furthermore, the committee stressed the necessity of thorough verification when issuing certificates of Vietnamese origin for export goods incorporating imported materials, ensuring compliance with legal regulations on product origin. It also urged a review of existing regulations to identify and address gaps or weaknesses in the processes for determining product origin.
